These are actual questions about gameplay that have been mailed to me. This FAQ is more of a collection of agreements on ideas and interpretations on the rulebook. Xeno Games has not been contacted in any way regarding the interpretation of these rules.

Q. The rules say that the U.S. fleet cannot hinder the German fleet until at war. The same is said for the British against the Japan fleet. But we didn't see anything said about this for Russia. Can the Japan fleet pass through a Russian controlled water zone and not start a war?

A. The rules say that the Japanese fleet can pass through the U.S. fleet freely while the U.S. is neutral; thus since the Russians are also neutral before the 5th game turn (or unless Ruaaia declares war first), the Japanese fleet should also be able to pass through the neutral Russian fleet.

Q. Can an Axis fleet move through a Vichy French fleet? If not, can they destroy it without turning all the other Vichy French to Free French?

A. The vichy units are special in that they are 'neutral', but no movement is allowed thorugh their territories or their fleet. Any fleet that moves into a zone with a vichy fleet must battle the vichy fleet, thus causing it to ally with the other side.

Q. When doing an anphibius assault, and the water zone has enemy ships in it, can you send aircraft from a carrier over the ships and use them in the land battle? I know that your ships must fight the enemy ships, but do the aircraft have to?

A. Any fighters or bombers can fly over any navy without having to battle it. This is not in the World At War rules but the original Axis and Allies rules.

Q. May Germany built submarine pens even if british marine forces are present in the water field?

A. A sub pen has to be placed on a vacant sea zone, since it is considered a military unit.

Q. May Russia built partisans in russian territories occupied by germany even if german troops are present?

A. Russian partisans have to be built on unoccupied Axis controlled territories, and not outside of Russia. When German or Japanese troops re enter these territories, normal battle occurs, with partisans defending on a 1.

Q. What exactly is meant by the western hemisphere? May the United States influence countries like Portugal and western regions of Africa or only in America?

A. The Western Hemisphere means only North and South America.

Q. What happens to china's ipcs when all of its territory is captured since a capitol is not designated?

A. The rules don't say anything specific about this. However, in the original game, whenever a country gets completely taken over, for example Russia, the Russian player would still keep his remaining IPC's in the event that he is liberated by the U.S. or U.K. We assume the same rules apply here for China.

Q Can A.A. guns or other land units be kamikazied by the Japanese player?

A. Only fighters can be kamikazied.

Q.Can more than one pen be built and is Germany the only player that can build them?

A. Any number of sub pens may be built, but only one per sea zone (adjacent to a factory). Sub pens come in all colors, but the rules state that only the German player can build sub pens. Someone should probably ask Xeno Games about this one.

Q. Can the Russian Capitol be moved outside of Russia to a territory held by Russia, for example - Mongolia? Can the factory in the Russian capitol be moved to a territory when there is no direct rail link to that territory.

A. The new capitol must be on a territory originally held by Russia (so, all the territories colored reddish-brown). The factory is moved to the new capitol regardless of direct rail links or not.
